  • Encourage eligible capital investment in Maharashtra's textile sector.

Principal Eligible Unit Categories

The base Maha-TUFS guidelines identify the following principal unit categories, subject to all applicable conditions:

  • Existing cooperative spinning mills.
  • Existing private spinning mills.
  • Existing cooperative loom units.
  • Existing private loom units.

Important: Garment manufacturers, knitting units, processing units and other textile businesses should not assume automatic eligibility. Their eligibility must be confirmed under a specific applicable provision or subsequent Government Resolution.

Maha-TUFS Subsidy Rates and Maximum Limits

The applicable zone determines the percentage and maximum ceiling. The admissible amount depends on eligible machinery cost and approval.

Zone Capital Investment Subsidy Rate Maximum Subsidy Ceiling
Zone 140% of eligible machinery's basic cost₹25 crore
Zone 235% of eligible machinery's basic cost₹20 crore
Zone 330% of eligible machinery's basic cost₹15 crore
Zone 425% of eligible machinery's basic cost₹10 crore

Illustrative Subsidy Calculation

If eligible machinery has a basic cost of ₹10 crore and the applicable subsidy rate is 40%, the percentage-based calculation is ₹4 crore.

The actual admissible amount remains subject to the relevant zone ceiling, approved project scope, eligible cost components, scheme restrictions and approval by the competent authority.

This example is illustrative only. It is not a subsidy sanction or a guarantee of payment.

Zone classification: Confirm the project's district and applicable zone against the official district classification in the relevant Government Resolution. Do not assume the zone without checking the prescribed classification.
Scheme Advantages

Benefits of the Maha-TUFS Scheme

The scheme may reduce the effective cost of qualifying machinery investment for eligible units.

Capital Investment Subsidy

Eligible units may receive a prescribed percentage of eligible machinery cost, subject to the zone-wise ceiling and scheme conditions.

Machinery Modernisation

Supports qualifying technology upgradation in the unit categories covered by the applicable guidelines.

Manufacturing Capability

Modern machinery may improve production efficiency or product quality. Actual outcomes depend on the project and its operations.

Investment Support

An approved subsidy can reduce the effective cost of eligible machinery investment, subject to admissible costs and limits.

Technology Upgradation

Eligible units can evaluate modernisation against the prescribed machinery, capacity and project approval requirements.

Specified Machinery Categories

Subsequent Government Resolutions may identify additional machinery categories for consideration under the applicable capital-subsidy provisions.

Note: These are potential benefits. Eligibility, sanction, disbursement and business outcomes are not guaranteed.

Maha-TUFS Eligibility Criteria

Applicants must meet the applicable unit, production-history, financial, machinery, energy and project approval conditions.

Eligible Existing Units

The base guidelines cover eligible existing cooperative and private spinning mills and loom units in Maharashtra. Other textile businesses must establish eligibility under a specific applicable provision.

Production History

The base guidelines prescribe a production-history requirement relating to 15 years of production using existing machinery. Applicants must verify how this requirement applies to their specific unit and project.

Positive Net Worth

The applicant must meet the positive net-worth requirement prescribed by the applicable guidelines. Supporting financial records may be required during scrutiny.

Green-Energy Requirement

The base guidelines specify that the green-energy project capacity must be at least 20% of the sanctioned load or contract demand for conventional energy. Confirm the exact applicable condition and method of calculation with the current guidelines.

Eligible Machinery

The proposed machinery must meet the applicable notified machinery requirements and the conditions for the applicant's unit category. Do not assume that a machinery purchase qualifies merely because it is used in the textile industry.

Machinery-Upgradation Requirement

The original guidelines dated 15 October 2024 prescribed a 25% machinery-upgradation requirement. The amendment dated 7 August 2025 revises the requirement to 10% of installed capacity for the eligible spinning mills and loom units covered by that amendment. The 10% figure must not be assumed to apply to every textile business or every project. Verify the amendment's scope and calculation method before applying.

Registration and DPR Approval

Applicants must complete the prescribed registration process, obtain the required Textile Registration Number (TRN), submit the Detailed Project Report (DPR), and obtain the approvals required under the applicable process.

Other Applicable Conditions

Additional conditions may apply to units that have received government share capital or other assistance. The base guidelines include a repayment condition for relevant cooperative units that received government share capital. Confirm whether the prescribed 50% repayment condition applies to the specific unit.

Eligibility caution: Meeting an individual requirement does not guarantee approval. Verify the complete guidelines, amendments, approved project scope and restrictions on duplicate capital subsidy before investing.

Maha-TUFS Eligible Machinery

Machinery eligibility depends on the applicable Government Resolutions, notified machinery categories and technical requirements. A purchase by a textile business does not automatically qualify for subsidy.

Machinery Notification Framework

The applicable machinery provisions and subsequent notifications must be reviewed together with the base Maha-TUFS guidelines. Eligibility depends on the precise machinery, the unit category and the approved project.

  • Confirm the exact machinery category and technical specifications.
  • Check the applicable Government Resolution and notified machinery list.
  • Verify the applicant's eligibility under the relevant unit category.
  • Confirm the admissible cost and approved project scope.
  • Do not assume used or refurbished machinery is eligible; verify its status under the applicable provisions.

Government Resolution dated 21 September 2026

The Government Resolution dated 21 September 2026 identifies specified additional machinery for capital-subsidy consideration under the applicable provisions. The listed technical-textile machinery includes complete production lines for polyester tyre-cord yarn, high-tenacity industrial yarn and other high-performance yarn manufacturing processes.

The GR should be read in full to identify the exact machinery covered. Inclusion in a machinery-related GR does not, by itself, establish eligibility for every applicant or remove the remaining scheme conditions. The exact machinery, applicant category, applicable provisions and required approvals must be checked before investment.

Machinery Verification Checklist

  • Confirm the applicant's eligible unit category.
  • Identify the exact machinery and technical specifications.
  • Check the applicable machinery list and Government Resolution.
  • Confirm admissible machinery cost and approved project scope.
  • Complete the prescribed registration, DPR and approval process.
  • Retain invoices, installation evidence and claim documents required under the scheme.

Maha-TUFS Subsidy Disbursement Schedule

Payment is subject to the prescribed claim, verification and approval process.
